In a saucepan, combine rhubarb, sugar, orange peel and water. Bring to boiling. Simmer, uncovered, for 5 to 7 minutes or until rhubarb is tender and mixture is thickened, stirring as necessary to prevent sticking. Cool; chill in the refrigerator. Makes 3 -1/2 cups (twenty-eight 2-tablespoon servings).
