For dressing, in a screw-top jar or container, combine oil, vinegar, sugar, water, salt, and garlic. Shake to mix.
In a large salad bowl, drizzle some dressing over bibb lettuce. Toss to coat leaves. Sprinkle salad with crumbled bacon and blue cheese.
Store any of the remaining salad dressing in the refrigerator for up to 3 days. Shake the dressing before using. Makes 8 side-dish servings.
