For crust, in a large bowl, stir together the 1 cup flour, the 1-1/2 teaspoons sugar, the baking powder, and the 1/4 teaspoon salt. Cut in butter until mixture resembles coarse crumbs. Make a well in the center; add milk all at once. Stir just until dough clings together.
On a lightly floured surface, roll dough into an 11-inch circle. Fit into bottom and up side of an ungreased 9x1-1/2-inch round baking pan. Trim crust even with top edge of pan. Bake the crust in a 350 degree F oven for 5 minutes. Set aside.
For filling, in a large bowl, beat eggs. Stir in cottage cheese, the 1/3 cup sugar, the half-and-half, the 1 tablespoon flour, the vanilla, cinnamon, and the 1/8 teaspoon salt until combined. Pour filling into crust.
Bake in the 350 degree F oven for 30 minutes or until center is nearly set when shaken.
Cool the dessert on a wire rack for 1 hour. Cover and chill in the refrigerator for at least 4 hours. Makes 8 servings.
