In a mixing bowl, stir together the 2 cups flour, the granulated sugar, baking powder, salt, nutmeg, and the 1/4 teaspoon cinnamon.
Cut in the shortening until the mixture resembles coarse crumbs.
Stir together the eggs and milk; add to the flour mixture, stirring just until dry ingredients are moistened. Stir in raisins.
Transfer batter to a greased 9x9x2-inch baking pan or 10-inch quiche dish.
Combine the brown sugar, the 1/4 cup flour, and the 1/2 teaspoon cinnamon. Stir in softened butter. Sprinkle topping and nuts over the batter.
Bake in a 350 degree F oven for 35 to 40 minutes or until done. Serve coffee cake warm. Makes 8 to 10 servings.
