Preheat oven to 350°. Line an 8x8x2-inch baking pan with foil, leaving 1 inch of foil hanging over edges. Coat with cooking spray; set aside. In a large microwave-safe mixing bowl combine the chocolate, butter and the water. Microwave, uncovered, on 100% power (high) for 1 minute, stirring after 30 seconds. Add granulated sugar and brown sugar; stir to combine. Add eggs and vanilla; stir to combine. Stir in flour, ground almonds, cardamom and salt until smooth. Spoon batter into prepared pan.
Bake for 30 minutes or until edges are set and start to pull away from the sides of the pan. Cool brownies in pan on a wire rack. Use foil to lift uncut brownie from pan; remove foil. Cut into squares, sifting with powdered sugar if desired.
Place nuts on a shallow baking pan. Bake in a 350° oven for 5 to 10 minutes, stirring once or twice, until aromatic. Cool. In a blender or food processor, grind the nuts using several on/off pulses, being careful not to overprocess them.
