Place the uncooked bulgar in a sieve; rinse with cold water and drain.
In a large bowl, combine bulgar, lemon juice, olive oil, water, salt, and pepper. Stir in parsley, chopped tomatoes, chopped green onions and mint. Cover and chill for 4 to 24 hours.
Serve mixture on lettuce or cabbage leaves. Makes 6 side-dish servings.
