In a medium saucepan, bring broth and garlic to boiling. Stir in rice. Return mixture to boiling; reduce heat. Cover and simmer for 20 minutes or until rice is tender and liquid is absorbed.
Remove from heat. Stir in lemon peel; cover and let stand for 5 minutes.
Remove garlic. Stir in dill, butter, and pepper. Makes 4 to 6 side-dish servings.
