A lively bar scene takes precedence over fine dining in Bay City's former city hall in the heart of the trendy Hell's Half Mile area.

Situated in Bay City's old city hall (hence the name), this brick-walled space with interesting local art definitely has more of a bar scene feel than the fine dining their website promises. You enter into the large bar/lounge area where you'll find an attractive sitting area complete with sofa and easy chairs toward the back. The dining room, off to the side, feels like an afterthought. While our lunch service was attentive, the food was lackluster. A chipotle chicken pita sandwich ($8) was short on the chipotle flavor, leaving just some chewy chicken. A ham and cheese spinach wrap ($6, including a cup of soup) was served so cold, it had to have been languishing in a cooler for days, and any flavor there might have been at one time was long gone. The signature tomato bisque, however, was good, as was a bloody Mary made with top-shelf vodka, reasonably priced at $4.50. The dinner menu is more extensive, featuring steaks, seafood, pasta, chicken and sandwiches, as well as an array of appetizers. Entrees are priced from $16.50 (artichoke chicken) to $28.75 (filet mignon). We were dismayed to spot some cleanliness issues such as unchanged, dirty table linens (ours had salt spilled on it when we were seated), a dirty front door, and a jumble of chairs and boxes sitting in the hallway to the restrooms -- clearly visible from the dining room.
